Market Development Advisor - PMDP







Programme Description

The Palestinian Market Development Programme (PMDP) is a five-year economic development program funded by UK Department for International Development (DFID) and the European Union (EU) in-cooperation with the Ministry of National Economy and implemented by DAI Europe, with offices in Ramallah and Gaza. The programme has been designed to improve market systems and improve the competitiveness of the Palestinian private sector. PMDP works on strengthening trade and investment linkages as well as linkages with the Palestinian Diaspora to play an active role in the development of the Palestinian economy.

PMDP aims to improve private sector competitiveness through technical assistance and matching grants. Additionally, PMDP works on strengthening trade and investment linkages as well as enhancing the business and enabling environment in the oPt.

We are currently recruiting for the following position:

Market Development Advisor - Gaza Office
The Market Development Advisor, based in Gaza, will support PMDP’s Market Development Team’s work to address market system failures in specific sectors, including Agriculture, IT Services, and Tourism amongst others. The role of the Market Development Advisor will be to conduct sound market systems analysis, and design, deliver, and manage interventions which lead to system change and value chain upgrading. The Market Development Advisor will be required to adopt and apply the “Making Markets Work for the Poor” approach to  all interventions taken.

Key Responsibilities:
The Market Development Advisor will:

Work closely with the Market Development team in the design and implementation of Output 2.
Work with the team to conduct economic appraisal of sectors and select sectors with high growth potential
Conduct and manage in-depth analysis of market systems and value chains within selected sectors using the “Making Markets Work for the Poor” approach. Interact with private companies, public sector, and other stakeholders to develop thorough understanding of how focal markets work.
Identify failures and constraints within market systems, and design effective intervention strategies to mitigate such failures through improved business models, improved institution, and enhanced sector coordination. 
Facilitate internal and external collaboration to drive results
Be able to conduct sound financial analysis to assess viability of intervention options
Be able to pinpoint value chain growth opportunities that can lead to development impact. 
Work closely with the PMDP M&E Manager to prepare and maintain monitoring and results measurement for interventions, including collection of data
Work closely with the PMDP Communications and Gender Manager to prepare success stories and case studies
Promote functional collaboration with other stakeholders, projects and development partners to strengthen the selected value chains
Assist in the preparation of regular project reports and results. 
Other tasks assigned by direct supervisor and/or the Team Leader.

Key Skills and Qualifications: 
Understanding of economic development and how sectors/economies function
Strong analytical and ability to think critically and quickly, and apply a spirit of inquiry to work
Ability to understand and structure business incentives
Excellent listening skills
Ability to work well in a team
Results oriented mindset and interested in learning new market development concepts quickly 
Strong oral and written communication skills
Prior experience in agriculture would be desirable
Previous experience with donor funded economic growth projects in Palestine would be desirable
Master’s degree would be an advantage
Valid driving licence.
Ability to travel throughout Gaza.
